Those are the ones for whom there is nothing in the Hereafter except the Fire, and whatever they produced therein is lost, and whatever they used to do is falsehood.
Without becoming a believer in Adhikr, no deed will be accepted and prayers will not be responded to, as told in verses 10:100 and 18:103-106. Man has nothing except what he does intentionally, as told in verse 53:39. For accepting deeds and responding to prayers, two conditions are specified in the explanation of verse 2:186. But the hypocrites and Kuffar are aimless and heedless about Adhikr (the Truth) since they are following falsehood, as told in verses 17:81 and 34:29.
The one in each thousand who follows and testifies to Adhikr follows the lifestyle mentioned in verses 7:205-206. They are the only ones testifying to the 40 names of Adhikr. See explanation 2:201-202; 7:8-9 and 25:23.
